Map Converter can't run on Windows 10

I tried to run the map converter on Windows 10, but It doesn't open and shows this error message
Answer to this problem would be much appreciated...

As far as I remember the converter is not compatible with newer versions of Windows. On XP it runs fine.
Converter doesn't start on Win10
Converter Delivery Error Message on Win 7
Converter doesn't start on Vista
Astro seems to have managed starting the Converter on Vista. The image showing the settings has disappeared though. I managed to find it in my archive and posted it at the end of the cited thread.

Indeed it does run fine on Windows XP. However it somehow isn't working on the newer systems for some reason.

I already wrote somewhere here: it works fine in Windows 7, you just need to set it up.
There is an exhaustive manual - how to do it.
