Well, you can't download any mods from the main site now, where all mods are posted. You click on the download icon, before, when you click it, the countdown time in seconds would start and the download would start automatically. But now, when you click on the download icon, it just hangs and the download doesn't happen without the countdown time in seconds appearing. This has happened here before, and now it's happening again. You can't download from different browsers. Maybe there's a paid download now?
Try to download something from the site here yourself, will it work for you or not?

Use a different internet browser other than Chrome.

Everything's working fine for me, and everything's still free here. Try Firefox. Are you not from China? Maybe something's blocked there, too.

No criticism intended but could you be more precise, please? For me it is not clear what the problem is exactly.
Do you mean you can't access the speed settings in the game menu?
Can you access the settings dialog but can't shift the speed slider?
Can you shift the slider but it does not change the speed?

I didn't have the same problem yet but I also haven't played RWM 8.5 very often.

This is just another anti sudden strike glitch which comes from your operating system, it is not related to RWM 8.5 but all modifications on the game engine and the issue is not just that you cannot change the speed it is automatically set to 100% or the fastest. The only solution is to restart your computer and it will fix it.
