The second best after a japanese gf in the world is a japanese Strategy overkill by Systemsoft and beeing released now on three generations of SEGA gamesets.
Starting on Sega Mega Drive as Advanced Military Commander, continued on Sega Saturn (localized in the West by Working Designs as World Advanced Iron Storm) to finally reach the Dreamcast in 2000 as Advanced Daisernryaku Sturm über Europa - der deutsche Blitzkrieg.
The game itself is a turn based strategy game with hexfields (like Battle Isle series) and features battles in WW2. You move your troops around, and will see some animations during fights. With the latest versions more then 5000 units from all countries found a place in the game and also a complex system of weather, daytime, altitude, etc. was established. I got myself also the sequel Advanced Daisenryaku 2001 which features an editor plus some japanese units.

It was the first game of the WW2 series and beeing released on SEGA Genesis / SEGA MEGA DRIVE. I also found and .rom of this game to play it on an Genesis Emulator on PC plus an ingame translation by Nebelwurfer42. However unfortunately i lost the files again, so if anyone of you can find em, let me know.
As you can see the graphics are way off nowadays standard, but still it's fun. You command about 500 different units in the game, you can play scenarios with several players and i dunno if there's an editor also.
